It was free to roam around and have picnics under the pine trees but when it was turned over to the Philippines by the Americans during the term of Pres. Ramos, picnic grounds and any grounds occupied by groups for socialization including eating has to be rented. I am sure you can still recall the place Malik as we had been there before you left Acop, Tublay in 2019.
